The Director of Government Relations is responsible for representing the Health Network on matters dealing with federal and state legislative and political issues affecting healthcare. This position develops and implements legislative and public policy strategy, coordinates and implements a plan for enactment, and monitors legislative and political activities and developments concerning healthcare. This position directs and coordinates policy research and analysis on issues involving federal, state, and local governments and regulations. This position is based out of Austin, Texas or Fort Worth, Texas.
• Drives the Health Network's federal and state policy development and responses. Implements legislative and public policy strategies, in collaboration with the President and CEO, Chief Legal Counsel, and Senior Vice President Chief of Staff and External Affairs.
• Directly leads system-wide government relations efforts (legislative, regulatory, and
administrative) at the state and federal levels, including representing the Health Network to
members of Congress, legislators and staff, and public agencies.
• Develops and maintains an on-going, positive relationship with legislators, regulators and other government officials, legislative offices, and government agencies.
• Establishes the Health Network's position on federal, state and local regulations and
communicates position internally and externally.
• In collaboration with the Chief of Staff and External Affairs, Chief Legal Counsel and outside lobbyist(s), drafts regulatory comment letters, policy papers, briefs, articles, one-pagers, testimony, and other documents informing members and others and conveying the Health Network's policy positions.
• Oversees the analysis of proposed legislative actions, determines the potential impact on the organization and develops appropriate response.
• Analyzes potential or enacted legislation and regulations, communicating the impact to the Chief of Staff and External Affairs, Chief Legal Counsel and CEO and develops strategies to address legislative or regulatory opportunities and challenges.
• Serves as key staff support for the Health Network committees and other activities related to government affairs.
• Develops and oversees procedures designed to maintain an on-going awareness of and
compliance with rules, laws, and agency orders applicable to healthcare and effectively guides the Health Network through legal and regulatory obstacles to its business, services and financial goals.
• Proficient in research and data analysis related to public policy issues. Oversees the coordination of data collection to ensure timely response to internal and external data requests. Ensures compliance reports are accurate, consistent, verifiable, and understandable.
• Responsible for the department's operating budget.
• Coordinates short and long-range strategic initiatives with network wide impact.
• Provides guidance to leadership on issues involving state and federal regulatory and government
matters.
Required Qualifications:
• Bachelor's degree in Business Administration, Healthcare Administration, Public Administration,
Finance, or related field.
• 10 plus years of relevant experience in regulatory affairs/government relations in healthcare.
Preferred Qualifications:
• Master's Degree in Public Administration, Health Policy, Law, or another relevant field.
Knowledge, Skills & Abilities:
• Knowledge of healthcare regulatory requirements issued by Joint Commission, CMS, Texas Health and Human Services and other governing organizations in the industry to meet compliance and regulatory mandates.
• Proficiency in MS Word, PowerPoint and Excel.
• Ability to work independently and successfully address multiple priorities.
• Strong analytical, problem-solving, and written and verbal communication and presentation skills.
• Proven ability to effectively distill and relay complex data issues in a straightforward manner.
• Ability to work well with cross-functional teams including ability to build a positive rapport with

• Skilled at drafting briefing documents, correspondence, presentations, monthly, quarterly, and annual reports and other written communications.
• Superior oral and written communication skills and in-depth understanding of the legislative and regulatory processes and experience in analyzing complex legislation and regulatory documents.
• Proven record of leadership in and successful management of teams.
