Requirements:
• 8 years of full-time experience in project management, managing large, complex projects throughout all development phases.
• 8 years of experience in structured design and development processes, scope control, project estimation, risk mitigation, and preventive and corrective actions for overruns.
• 8 years of experience managing project activities, establishing project goals and objectives, making critical decisions, analyzing complex information, and developing plans to address identified issues.
• 8 years of experience reviewing, analyzing, and evaluating business systems and user and stakeholder needs.
• 8 years of experience facilitating and documenting business process mapping and reengineering, identifying new applications of technology to business problems.
• 8 years of experience documenting detailed requirements for IT solutions that meet program and user needs.
• 8 years of experience working directly with Texas state agencies as an employee or contractor in a PM role.
• 5 years of experience writing solicitation documents, including RFI, RFO, and SOW documents.
• 5 years of experience collecting requirements across multiple program areas or geographically dispersed organizations with varying business needs.
• 5 years of experience working with DIR and the Data Center Services (DCS), including implementing cloud-based solutions.
• 5 years of experience with the Texas Project Delivery Framework method.

Preferred Qualifications:
• 1 year of experience with Salesforce.

Position Overview:
Seeking a highly skilled Project Manager to oversee complex to advanced technology-related projects. The ideal candidate will have extensive experience in project management, business analysis, and documentation of functional and technical requirements. This role requires collaboration with Agency staff and contractors to ensure project success.

Key Responsibilities:
• Manage all aspects of technology-related projects.
• Ensure project tasks and products adhere to development processes and quality guidelines, meeting functional, technical, security, and contractual requirements.
• Coordinate, plan, assign, supervise, and evaluate the work of project staff in a matrixed organization structure.
• Manage deliverable content expectations, review processes, and acceptance criteria.
• Ensure deliverables meet agreed-upon quality and content standards.
• Develop and manage project budgets, schedules, work plans, resource requirements, and cost estimates.
• Resolve challenges related to the quality of work products from any party.
• Communicate effectively with project stakeholders, management, and other relevant parties.
• Monitor and evaluate third-party vendor and contractor performance.
• Document detailed system requirements.
